I've had this thought for a while, it's not perfect, but I think it might help with a few issues. I think it would be beneficial to make all the run speed spells the same. What I mean by this is that the realms currently have this setup:
Hibernia
153% Speed = Enchanter, Warden
204% Speed = Bard
Albion
153% Speed = Theurgist (is there a second one? I couldn't find it)
204% Speed = Minstrel
Midgard
153% Speed = Healer, Runemaster
204% Speed = Skald
What I'm proposing is that all the speed classes would get the 204% speed line, and Hastener speed would be the same also. This could address multiple issues. First off, it would allow for some group variability. Bards/Minstrels/Skalds might not be mandatory in a group anymore. That would reduce the issue with Hib Amnesia being on people's nerves, as it might not be in every group. It could allow for people who are playing Skalds as solo visibles to look at other choices. And it would certainly help with the run to Emain for Hibs if the devs are dead set against a porting solution to that issue.
Since Hastener speed would still drop on combat, and Hasteners are already in limited locations, this would be a limited improvement that everybody could enjoy. The buffs being equal across speed-buffing classes wouldn't really hurt anything as far as I can see. I'm sure somebody will be along shortly to tell me why I'm wrong though.
