Except that Mid can boat directly to Surs... Most likely they'd focus on taking Bled back, though, depending on the relic situation.
For that matter, is Mid any farther from action than they would be if Surs
wasn't a port keep? If Alb controls Bled, Beno, and Berk, and if Hib controls Eras, then Mids don't have a way to get to Alb other than boating anyway. What really changes if Surs becomes a port?
For Beno/Bled/DC port removal being an improvement, the likelihood of those 3 keeps being taken first drops significantly and the home realm owning those keeps is very convenient to all of that realm's traffic, even in the case of port to that outer keep being closed it is possible to drop near the keep to continue action that otherwise would meet coastguard
You're sort of contradicting yourself here. On the one hand, you're saying it's important to hold those keeps to get to action fast, but on the other hand, you're saying it's no big deal if they're taken because you can easily boat to the same area to find action.
In any case, those are pretty hard keeps to take and hold already if what you're concerned about is that they get targeted too much. The spire towers aren't bad, but it often takes a pretty strong effort to actually get the keeps.
