To answer both of your questions

Necro's are at a HUGE disadvantage against all other players when soloing as they cannot take advantage of the buff potions. I have posted a suggestion in the suggestion forum to increase the level of the Necro servant to 50 as it currently con's as a blue mob to players and can be chain stunned etc. Forget about how much damage it takes to a lvl 50 caster.
I think the staff has done a TREMENDOUS job on improving this class, but just a few additional tweaks would make this class MUCH more viable in RvR; buffs being one, and perhaps a stretch goal, increasing servant level.
If a necro drinks a int potion, his spells do more damage
If a necro drinks dex and dex/qui potions, his shade casts those dds and petqueue spells to land on the pet faster.
Please highlight in my last two sentences the part where "they cannot take advantage of the buff potions"
If you mean their dex buffs do not transfer
in addition to gear stats transferring, this is not how "not taking advantage of the buff potions" works if you use vocabulary and terms correctly.
Also, this is how it has always been with the settings and rules of how the pet works, so saying its completely this or that like how outrageous this is, like its some new thing with necros, is silly because its how it has always been and it hasn't stopped necros on live or private servers from dominating pve and being mostly meh in pvp. The trade off is easy pve for crappy pvp, just like lots of specs for other classes like matter cab, Their pet is blue too. Making the pet 50 would be totally imba in pve yet you don't even address it because you only want your one thing which is making it better for pvp and don't even think about the other implications making the pet 50 would be, and why just necro why not cab pet 50 too? So little foresight here lately.
