What weapon are usually used for friar? 3.3 with celerity proc? LT proc or the Sidi with heal proc better?

The test looked at 25 staff vs 39 staff, and tested a 5.5 player crafted staff, 5.0 sidi, and a 3.0 player crafted staff. The only thing that changed with the dps, which was higher (of course) with the slowest staff.

Let's say the base proc % for a LT effect is 5% (I don't know the real value on phoenix)
on a 3.9 > 5*3.9 = 19.5% chance to proc per hit
on a 4.2 > 5*4.2 = 21% chance to proc per hit
at the cap 1.5s per swing, you hit 40 times per minutes (60/1.5), so with the 5% base proc chance your ppm will be 8.4 for a 4.2 speed (21%*40) and 7.8 for a 3.9 (19.5%*40).
Pretty much, however, the given proc chance is always for a weapon speed of 3.5. In the case of feather weapons with 18% it would be 18 / 3.5 * actual weapon speed to get the chance per hit.

LT is not better than heal proc? may be heal is lower but damage is better no? the crafted haste is same of the 3.3 feathers staff?
PS: How many quickness and MoA need to cap weapon speed?
