Healing non group members

Why does healing people not in your group grant more RPs? Is it as simple as "that's how it is on live"? Or is it supposed to incentivise support classes to heal everyone?

I didn't even know it does.
Though i would think, that the RP-Gain in group maybe is split by the amount of groupmembers, even if others don't get any RP when you heal by yourself.

But really, never looked at that.

It's not like that on live, on live you get the same amount of heal rp regardless of whom you heal, 10% of the healed amount.

Heal rp were added here after some discussion with some being opposed and some in favor and a reduced rate was the compromise: Here you get 4% if you're solo, 2% if you're in a group and heal someone not in your group and 1% if you heal inside your group.
