Shouldn't be easier to hide from real fights while picking fights entirely with chanceless victims. I don't know the exact chances of grey mobs uncovering, but grey players can uncover so I don't see too much of a problem here. Literally no one will ever do that. Besides that lets take DF as an example: you want stealth so good you can sneak past the gatekeeper??? Have you seen how tiny the clearance is in that doorway? That would be unstoppable stealth.
Your suggestions just make it clearer that I was right in my assumption. Honestly, I think a better suggestion is to further reduce RPs earned from lower level enemies, doubling the reduction if they're PvE engaged. Also, not count solo kills against anyone below your own level, starting from lvl 40 (so it wouldn't affect BGs).

I did it on Uthgard by tailing a fg as they cleared mobs. It was impossible walk back to entrance and they caught on to me being near when a mob they were killing uncovered me from across the room at prince ramp. I followed them down to worm and tried to kill a chanter while they were inside the loopong stun but their bard purged.
The gatekeeper is just a red mob, real problem is the chthonic knight below him
Nonetheless taking your stealth beyond 50 eats points. My suggestion isn't playing with stealth curve but permitting its effect to continue beyond 50 for PvE detection. You'd need 61 stealth for the DF circuit purples to have same detection as a lv50 mob vs 50 comp stealth. The knights between gatekeeper and legion vary from 62 to 68s, and the knights near princes are 72-74ish. Achieving 70 stealth requires 50 spec stealth & and RR10
