Offhand hit % CAP ?

Reading the forum I understand the Offhand hit % is 25 + (Comp CD * 0.86) .. but what remains (for me at least) nebulous is .. there's a CAP ?

There's no cap.
But because RR is limited to 14, highest % you can get with your offhand will be 25 + (50+11+13)*0.86=88.64% at RR14 with full templated 50CD char.

I miss Dueling reflexes for some more char diversity
