I’ve read this is the go to combination what is the exact technical use of static tempest?
Is it used for ranged or melee?

Most people use it to reset target(s)'s stun immunity so you can slam twice in rapid succession. If you time your first slam you can get 2nd slam up while they're stunned by ST for ~20 second stun

For use on MoC'er, presuming they purge first slam, let ST run its duration and slam when it ends to burn most of their unruptable time

Generally you want to be in melee range when you use it.
Inside Towers and Keeps it goes through walls/floor; very good for breaking clumps of casters and letting your own realm inc multiple floors in relative safety

Ahh
My initial thought was you cast it on an enemy or group of from range then cast aoe hammers while they are inhibited

AOE-Hammers are not much more than an interrupt (or well, mezzbreakers )
if the enemy is already inhibited, there is seldom a good reason to cast AoE-hammers outside of solo-leaching into a zergfight (in which case you are probably CC-breaking again)
