Add Level 25 and 35 reactive armor procs to alchemy list

Hi folks and dev team!
Now that the RvR task changes have brought people back to Thidranki, would it be possible to have the level 25 (fine alloy) and 35 (adamantium) reactive armor procs added to the alchemy list? Right now a Thidranki player has to choose between using a ROG armor set which has reactive procs, or using a crafted armor set which does not. Adding these recipes would provide yet another gold-sink to the economy, give alchemists another item that they can craft and sell, as well as create another reason to level up alchemy. There are already level 25 craftable weapon proc and charge recipes in-game, so putting in the armor reactives would complete the picture.

Lvl 25 does nothing for this seeing as this is lvl 24. Iā€™d like to see lvl 20 armor procs.

As per release notes (2018-12-8), procs (reactives, effects, and charges) work for players up to +5 levels higher, meaning that a piece of armor with a 29 level proc on it (if there were such a thing) would fire if worn by a level 24 character. Since procs values are limited to 5-level increments(i.e 15, 20, 25, etc), the highest level proc that could work for a Thid character would be level 25.
It would be nice if crafters could create such reactives for thid toons.

I would prefer if there were no crafted procs in Thid. It would further the gap between new players and established players in what is more or less a more even fight than the Frontier.

I agree that this would slightly increase the gap between new players and twinks, but I think there is some justification for it.

1. There are already level 25 craftable effects and charges recipes in-game, so missing level 25 reactive recipes seems strange.
2. New players that go to Thid are almost guaranteed to be wearing ROG armor which, unless it is higher than level 35, will have reactives, and so there is already a very level-playing field between new and old players.
3. The difference in stat bonuses between a newbie in yellow ROGs and a twink in SC crafted gear is going to be pretty small. In fact, many yellow ROGs have higher utility than SC'd gear. The difference ofc is that full ROG-kitted characters are likely to have wasted utility due to overcapped stats whereas SC-kitted characters won't.
4. Level 25 reactive crafting would be another gold sync that would aid armorcrafters and alchemists by giving them products to sell in the mid-level range, as well as help in skilling these trades.

ROG armor was pretty sweet when I was in Thid with different characters no doubt, but a fully twinkled character with every buff charge / pot under the sun along with a full MP/99 suit with reactive dots would be devastating at such a low level.

We already have this. There are twinks that have a maximum template using ROGs that they've gotten from endless farming, and they use pots and all. By letting anyone create a max template using reactives you _are_ leveling the playing field. When everyone is special, then no one is.
