I found this bug on the tracker http://redmine.playphoenix.online/issues/361

I noticed stat debuffs currently have no effect on mobs. Is this being worked on in any way?

Dex and con debuffs should reduce absorb, str debuffs should reduce melee damage and dex debuffs should reduce cast time, other debuffs like haste or af also work as expected.

Con is supposed to reduce the total HP as well, but I haven't seen any difference in total required damage to kill a mob. Are you sure this is working as expected?

con does not and never has removed hp for mobs

It seems you're right. However, I've been digging some and found a few interesting sources stating that con and dex debuff should definitely increase the damage dealt to mobs.

As it stands, neither (str/)con nor dex debuff increase casted damage done. Based on this souce material, it should do so.

Correct. Str/Con debuff is supposed to reduce time-to-kill. How it's done -- be it reducing hps or increasing damage from casters -- I don't know, but it is supposed to work that way. When I used to play a Champ, SM, or Sorc, I used to think of it as reducing the need for one extra nuke or melee style.

Using str/con debuff poison (here it's supposedly str/ws) was a key to killing higher level mobs as an assassin. It both reduced the damage the mob did to you and increased the damage your melee attacks and dot poisons did to the mob. Str/con debuff was also key vs necromancers as it had the same effect. Here on Phoenix it does not appear to effect mobs and is certainly not effecting necromancers pets.

I don't recall con debuffs increasing spell damage, considering all it does is reduce absorb.

It absolutely did. Anyone who played a Sorc or Eldritch long enough knows that once you hit a mob with aoe str/con debuff you hit harder.
