Suggestions to Streamline Gemcutting

Gemcutting needs to be re-evaluated now that it has been implemented for a while, here are some suggestions to streamline it:

1. Remove current tiers of remnants and replace with three tiers of remnants.

2. All jewelry salvages as the same lowest tiered remnant, which is used to craft any type of blank jewelry item or can be combined to higher tiers.

3. 5x of lowest tier combines into middle tier. 5x of the middle tier combines into the highest tier.

4. The ability to salvage jewelry, craft blanks, and combine remnants all are granted at 800 gemcutting and can only be used on 50+ jewelry.

5. The utility is based on the quality and tier of the blank crafted. Quality provides +8 utility for 96% and increases to +40 utility for 100%. Tier provides a utility amount of +20 utility for low tier, +35 utility for middle tier, and +50 utility for highest tier.

6. All existing remnants are converted to the lowest tier unless they are the highest and second highest tier, in which case they will convert into the corresponding type.

7. Allow 5x of the highest tier remnant to be crafted into a true blank that can be spell crafted and has 37.5 gem cap (same as level 51 mp).

The goal with this is to add some predictably to the ROG jewelry process and to remove inventory clutter.

ROG crafters would be able to sell the blanks because the buyer will know the exact utility of the ROG that will be generated.

The inventory will be less cluttered because all jewelry will salvage as one type of remnant and there only three tiers for that remnant.

While it should be reworked, it probably won't happen anytime soon, a likely part of that rework would be to collapse the ingredients to a single ingredient per item type and just require different amounts depending on the tier.

Anyways, what will definitely not happen is making it another SC able item.

Dealing with utility as the budget instead of imbue points might be something to consider for the entire rog stuff, however, the nice but also horrible property of the current system where level and quality determine the imbue point budget is that you have really powerful items but also really stupid ones.
If it were based on utility you would have to have a floor and ceiling, while the floor would be higher than what is currently possible, the ceiling would have to be noticeably lower as well.
