Are they available from a merchant?
Only player made?
Can alchemist make?
Do they scale with level or you buy appropriate octane?

and afterwards the old pots are changed to the new...nothing else changes

Nope, probably when they have finalized their decision. Current techincal issues are maybe causing additional delay too.
