Do healers buy MOC and if so how many levels?

Yes. Low RR moc 1 for demez/aoe interupts. Higher RR moc 3 for the same+actual heals/mez's.

If you were RR say 7ish and already had MOC3 would you buy more MOC or spend it else where?

It's personal preference, but i would say yes around RR7. Every healer should have moc/di/bof 1, but then moc 3 > bof/di 2 imo. It's just too good in every scenario wheras bof/di are more situational and the return value for lvl2+ per ra point isn't worth unless you're rr8+ and have more points to throw around.

RA's in this order: Maybe lower to mcl1 and get raging power 1, not sure would have to see how it felt.

as BoF 3 isnt really needed anymore - we're going to MoC 3 earlier? (after prg2, pr1, di1-2, bof1, lw1/tl1/sere1, wh1) ? or purge3 first
