It is rare to be in a situation where this works/be necessary; but in theory yes.
This will primarily be used against an assassin, if you catch them in stealth. Otherwise there is a long chain of what if scenarios that need to play out to make this possible, ie order of stuns, disease, purge (a smart one will wait to see what you do after your slam & you'll need to be prepared to purge their disease/stun/snare), skill/positioning for counter (at 1.5 swing speed and 250 melee range, chances are they get you with the same thing before you get distance)
Against other archers, then can likely rapid fire interrupt you first while your trying to get distance [also hunter dog]. Everyone has access to an instant DD charge. Skalds will mez/snare/interrupt you. Casters/shamans will quickcast/instant cast and range doesn't slow them down. It is rare to get a true 1v1 against an even geared/rr oponent. Can work against Tanks/LightTanks, but unlike assassins/rangers, even in an ideal scenario you can still lose with snare kiting
The other 'real world' situations where this works out is when you would have won anyways.
Your best bet is to rely on cheesing out side slicer in the slash line. I’d even go so far as to say the Scout is simply not worth playing solo unless you are planning to abuse this style.
If "someone" is another word for "assassin", then no! Assassins just spam Garotte if you try to escape. Same goes for all other enemy classes with anytime or back-style snares.
