You can cap all stats, even with only 99% craft armor pieces. It will be a bit more pricy for high utility ROG jewelry.
Cheaper opions: * Ignore +Power * Ignore +Stealth (only works when you plan to exclusively run with a group)
Expensive options: * Plan your template without the weapon slot. This allows you to use any weapon regardless of its stats, e.g. ROG weapons with Lifedrain proc which is the best proc you can get.
Here's mine, maybe it'll give you some ideas about the kind of utility items you need at a minimum to cap all (excluding +power) ~ Mainhand weaponless - crafted shield & harp share the same stats. Could of made it all 99q armor but would only be 68/75 dex or lose the mainhand free.
Template for my mins didn't include the Sidi chest which was an oversight but is easy fixable depending on the ROGs you use. Obviously if you are going Thrust weapon this won't work. I used 99% in all armor slots, but you can always add in MP boots and gloves for fairly cheap if you need that little extra imbue budget.
Keys parts to work with that I had were:
Ancient Copper Necklace (SI quest) Dire Discordant Harp Spectral Soul Anchor (this is huge as it allows you to cap str and slash with weapon out only as it doesnt matter if you're not meleeing - frees up a lot of utility so you dont need 80+ rogs to cap) Both dragon rings as they have decent charges anyways and great stats for Mins.
So as eveyrone has said, no temps are the same. But there are some staple items, In my temp I maxed everything but some power (maxed stealth even though I dont use it). I used the following items that are easy to get.
Sidi chest 2 bracers from the bracer quest gem from the si neck quest si neck.
Then fill the rest of the jewley slots out with 55-60ish lvl rogs and you should be good to go.
Also make sure you go weaponless temp but sc your harp and shield the same. If you are thrust theres a sick thruster that has a d/q debuff proc on it.
For your charges id get the d/q and s/c debuff charges (put 1 on your harp, and sc a lvl 1 100Qual wep for your 2 hander slot to hold the other charge.
If you want to save a little on the RoG side, as it can easily cost 10p for good jewelry, you can SC your weapon. But the only thing you want to put on it is str,qui, +weapon, and maybe a small % of resist to fill out the imbue. The reason being is none of those affect anything while using your harp(except the resist which should be negligible). And once you switch to weapon you're good to go.
I know a lot of people praise weaponless, but even on this server, limited play time is still limited playtime. And it can be hard enough to scrounge up enough for a decent non max temp, much less a max weapon less temp as well as all the pots you need. Because of my schedule I'm unable to participate in any raids so its things like that, that can screw up an "atypical" temp. I'm used to having my toons mostly about 10% resists and a few stat points below max. Just comes with the territory.
Are there any additional drop-exclusive procs or offensive charges which you can add to make the Template stronger? Assuming you could have access to all drops on the server: Is there anything else except capping all stats, crafting 100% armor, being weaponless and having the Sidi chest to improve your Minstrel template?
I am less interested in all possible defensive charge items as those lay around in my inventory and adding one more does not require re-doing my SC template. I just want to double check before imbuing my armor.
