Make Power Regen a base spell

I believe people feel they need to spec the way they don't want to so they can group. Making power regen a base spell would free them to spec how they want more.

Just got to figure out what to do with mid healers. Why are their power regen a concentration buff?

Same reason their haste buff and damage add are conc; because they need a reason to use their conc beyond base buffs.
