I personally would have liked to test in beta how it plays with the removal of all actives and making purge + mcl baseline (+ some heavily nerfed versions of some of the current actives as normal abilities) and instead add some additional and impactful passives but that went too far for too many.

Actives were a big appeal of RvR in this game RvR in this game was always heavily based around cooldowns. The game was about mass zerg fighting. That is why the old RA actives were powerful with long CDs.
