Have RR raise minstrel charm cap

I just found out a level 58 cap was put in place for minstrel charm, regardless of instrument skill.
I would suggest allowing for higher charm as realm rank increases, part of the bonus of realm rank, was that you could hold higher pets.
Even a slight increase would give a great reward without being gamebreaking.

im in Alb, have a lowbie in mid but never play him, and even being in alb im not sure I like the idea of a RR10 mins being able to charm a level 71 pet lol. I know there are no RR10's yet, but its coming. Pretty sure there is already a RR 7 mins

I am 1000% against this - Minstrels can already charm a red pet which is more than sufficient for RvR.

There are almost no purp mobs in rvr zones anyways so no problem.

We have no plans of changing this again at the moment. Minstrels seem to be in a good spot.
