Overall it seems to be Hib. Lowest pop in RVR seems to be Alb.

to clear things up...

there is no lowest pop realm in rvr.
one day mid got the biggest zerg in primetime,
next day hibernia.
next day albion.

all this depense on which time you play, which raids are going on in which realms... ect.
just pick a realm you wanna play and stick to it.

I think you're living in the past... Hib is slowly bleeding out population to alb/mid. /serverinfo during the day at different times still shows the same thing. Hib was early out of the gate to rvr. Many have now re-rolled from NA it is clear.

This week I have been watching Hibernia population numbers drop.

If you do /serverinfo and /serverinfo 50 for a week, you will see it too.

Last night, hib was about 100 50s under Mid and Alb. I think what really hurts hib is the lack of organization when attempting to "Zerg" task zones. Mid and Albs run basically stuck together in 5,8,10 FG stacks. In Hib, you have 7-10 FGs that run separate looking for those 8 Man fights. You may get one, but almost 99% of the time you will get blind sided by another full group or 4.

Interestingly enough, I do not think people are quitting because the population on Saturday peaked at 4001 players.

My experience in Alb is pretty much the opposite. I watch all these groups doing their own thing and except the first 3000 range from the PK they don't stick together, rarely form a BG, and noobs will just feed themselves to the enemy zerg despite any info that's put out in region. There are some exceptions where out of the blue the realm all the sudden works and moves together to take some keeps but usually not. (shrug)

This will change, lots of people rolling alb now to try zerg bash, what they don't know, is that they will soon become the zerg.
