How do you recharge a stable proc?

I have a stable proc on my shield. It had 1 charge left and I was in town and figured it was a good time to get it recharged. The recharged didn't do anything, he just looked at me all melon faced.

Sounds like a bug. Check to see if it's already in the tracker https://tracker.playphoenix.online/issues and if not add a new one, with more details.

I forgot to mention its a player crafted shield and had a player crafted tinture put on it.

Then a player has to recharge it.
