alternatively make it so that green con mobs don't instantly aggro you every time you're in range
Why not? Green means they still give xp so they should agro if they say aggressive.
Just avoid them

They also work pretty well as hunter pets, if you tell it to attack someone, it takes them a bit to realize it wasn't just random aggro. (Occasionally)

Emain is the last zone that needs changes regarding random aggro mobs...
