You should be able to cap stats fairly easily using ACN, Roman Coin (or an RoG gem) and high util RoG gear. Make a point of saving jewelry over 40-45 utility as you level/farm and see what you can come up with. My reaver template in beta was nearly perfect and it just used junk RoG and all crafted items.
As for weapon you’ll want to use the fastest whip (3.0) and plan to make the fastest flail as an alternate. Shield should just be the fastest possible small shield.
Templates here just aren’t like on other servers as the RoG jewelry is really good and should have enough raw utility that you can fill in the cracks with SC.
