The factions that actually have an impact, like the SI faction that allows you to get to the other area, will be implemented before the beta starts. Factions where it's actually possible to change the aggro level of mobs, like yarleys farm or the dragon zones, will be implemented while in beta. Other factions that do nothing other than say faction increased / decreased but with no way to actually make a change in the aggro level of a mob may or may not be added later.

What about factions that require a certain level of faction in order for the player to have access to an XP Item turnin quest?

I think this falls under relevant factions, i.e. interractive. The ones they are not doing are the ones like the spriggan, which has no use other then to say they are more mad at you.

This would make sense. I think you are probably right.

Mob factions are in the process of being set up now, feel free to go and hit stuff in Hibernia SI or Hibernia classic (dungeons included) and test! Including the useless factions that you only hit to make mad 
Be aware that advanced faction features (flying taxis, merchants, quests) are not yet done. Alb and mid are currently also in the works, not far behind.
