Not sure what the limits are on changes to the game that can be done but here's my thought on something fun everyone would enjoy. I think most of this would be pretty straight forward.
Create a new zone using one of the housing zone for guild based RvR. Anyone can play guilded or not. Call it New New Frontier.
Guilds can claim land in the following ways
Functions inside the keep(s)
Controls on becoming overpowering
Rewards
Keep it fair

- 3 entry points to the 3X3 zone area - each fairly placed on the 3X3 map in a triangle and surrounded by guards like the frontier zone.
4 NPCs - Hastener, vault, portal, and horse
To prevent spawn camping the horse would need to send your group to a random coordinate in the zone you picked. That way there wouldn't be a full group standing there to kill everyone as their horse arrives. (for the horse to go to a zone you must have at least 1 keep and it not under attack)
Or, you can run out without a horse in the direction of your destination. Your choice.
Guilds can claim land in the following ways
- purchase the cluster of houses using feathers or plat (not sure if you can replace houses with a singe keep in the cluster or maybe a castle if they want to spend the resources)
Attack other clusters and defeat the other guild's keeps
Form alliances with other guilds for cost sharing and whatnot
Functions inside the keep(s)
- Purchase merchants
Purchase crafting tables
Etc.
Hire guards, mages, archers, and upgrade equipment for protection of the keep
Buy upgrades for keep lords with abilities like heal proc, aoe disease, etc
Controls on becoming overpowering
- Rent on each keep per week - Take too many keeps and can't afford the rent, your empire collapses
Keep doors degrade over time. If the guild isn't active the land eventually becomes reclaimed as an empty if not sacked by another guild lot
Rewards
- Killing a keep lord - same system as current RvR
Claim a keep and take control of it - but costs to repair the keep have to be paid. If you killed all the guards and blew up all the stuff you have to buy new ones(nothing is free in war)
Raise a keep (burn it to the ground and get materials to repair your home keeps)
Keep it fair
- Guilds with a low population and net worth pay a reduced rate to build keeps and maintain them
Rewards for attacking a low population guild are reduced by a percent based on the guilds population/net worth
There's about 150 clusters on one 3X3 grid for the housing zone. That would give plenty of room for every guild to have their own place if wanted and ensure plenty of death and destruction.
