Thrown, crossbow, shortbow spec.

Would it be possible to make these usable on the run after a certain spec lvl, say like 20 or so? I think it would make them much more valuable than they are now.

I don't see how that's a necessary consequence. IIRC, armsmen can already do this on Live, and it didn't require a complete overhaul of casting there. There are lots of ways to balance it. For example, it could have a cooldown or it could be limited to 700 range. Not to mention, if getting this sort of ability required speccing pretty high in an otherwise pointless spec line, it would be pretty rare to begin with.
