Encounter for Jarl Ormarr not obtainable anymore?

In advice chat they say it is not possible to get this encounter anymore because the mob/dungeon/whatsoever has been removed.
So to get this item i have to find an old player, that was able to get this encounter before it was removed?

If this is true, why not give this encounter to everyone?

I think they moved the mobs from dodens and the other two into the rooms at the ends of the halls in PoC

why would you want to use the items anyway? the jewelery of this guy has only 50 utility, there are much better ROGs for only around 200g in HZ

All named mobs from Dodens, Marfach and Hall of the corrupt have been placed in the PoC. So it is still possible to kill Jarl Ormarr and get the encounter for it.

With this you can build a rogless all cap caster temp. I like rogless temps. feathers are easily farmed.

I believe that the mod mobs from dodens would be on mid side, I haven't actually gone to look for them so not 100% sure that they didn't lump all of them together for some reason.
