I'm not sure what you are trying to say. They haven't tried to hide anything and have made it as clear as they can.

You may only have 1 account per computer, and if multiple people want to use the same computer they have to share the account which is partially why they have 100 slots.

There are no exceptions because they can't look at every situation, and the one you mention here you might have bought another computer that had an account, if you don't contact them beforehand then sorry but that is in the rules.

Stop trying to bend the rules or look for loopholes and just play the game the way they are asking people to play.

So, yes and no. They state that in a forum post not on their Rules. I edited my post to reflect this and just ask for them to update their rules page to reflect what is currently being enforced. I was unaware of the forum post and was only going off of the rules page.
