Sounds like you just don't want to have to manage your raid.
Not even for me, I let others lead. When we have 125 people actually show up it is a full time job trying to figure out who is afk all the time and who is just doing a quick afk.
Is there a downside to removing /stick if the BG leader doesn't want it? Or you just trying to find a reason to make it look bad?
I just want to make it a bit easier in Mid to help the BG leader watch the AFK's, the rogue pulls, or the stupidity of using cold procs after being told numerous times to stop. Well stupidity or someone who just doesn't care and likes to ruin it for others.
If you are not the raid lead then why are you in here white knighting on their behalf? Different raid leads do things in their own way.
For example in Hibernia there's a raid leader that runs NO BG until the final boss. Every group is on their own to contribute if they want to score loot. In a scenario like that, if you got 3 AFKs in your group then your group fails. Which works, since your group wasn't contributing nearly as much and your group lead chose to not deal with the problem.
And dude, there's plenty of easy ways to use terrain in a dungeon to peel an afk stuck person. Warn them, then kick them, then peel them off and remove the tumor from the raid.
If it's happening on a routine and/or large scale and the raid leader does nothing then stop attending that leaders raids if it bothers you so much.
