I am trying to objectively give meaning to the pvp grp zone because as you saw no one is going there since the rp nerf
some suggestions:
-give task back and no rp nerf
-one pvp zone only (daoc was never meant to be a solo game to begin with but I still respect solo)
-low grp cap (3 because easy to form, solo, duo can add and still have an impact)
-vote with map rotate
-implement a percentage cap of the pop allowed to be in this zone based on the frontier pop (ie 500 ppl in frontier, don't allow more than 25% in the zone meaning 75% still will still be in frontier and frontier will always be active regardless) make sure to have a queue system and kick afk though
if these suggestions are denied you can always close the zone and open it on special occassion , no point leaving it open and empty like that
