First of, there has never been any reason to change the end values possible to achieve in the old or new RA system. By doing so, you only achieve confusion in the playerbase, and at the same time create the feeling that this is not a real daoc server. The more complex systems you create, the worse that tendency will become. This change is a massive nerf on well established build patterns and playstyles.
Phoenix is great, because in the big picture, it is mostly what we all remember and love about DAOC. If you start changing the foundation of the game mechanics, that could be the beginning of the decline in popularity, which as soon as Corona fades off, could have a greater impact than you now realize.
People will come back for classic daoc, for as long as you keep the server open. The many daily quest, events etc., that you create are plenty variance to keep everyone entertained. But the basic objective with the game, is still RvR. As soon as you begin to touch RvR mechanics, you mess with the foundations of what everyone comes back for. Look at Live daoc - they changed all RvR mechanics, or altered em in different ways, creating an experience that is closer to WoW than Daoc - hence the popularity on Phoenix.
Last but not least, no one ever asked you to do this change. Gaining realm rank and being able to specialize in crit chance over base damage is an option players should have. Take a chance - with the full effect of random to follow - or up the base of your effect with 100% predictability. The choice should be with the player!
Your changes are too "ambitious", and it should be reverted as soon as possible, before you create permanent damage - luckily a lot of population dont know about it, since custom UI's still show normal values, and so does your charplanner.
Bottomline - this change is not needed or wanted, so undo it ASAP!
