What % is best to repair ?

Hi , few questions on repairing.

What % is best to repair?

Does it matter if its player repair or npc?

At what point in durability should we get rid of the item?

Rumor? I was told by someone that if you repair at 100% you dont lose any durability? Was he trolling me ?

Thanks , I'm sure many new players are wondering this too.

Seems here it looses durability on every repair..repair at 97% if dps is important..else at 95ish..dunno if +skills get deactivated if it goes down to 70%. But there is no first repair free no durability loss here like on live.
