Does the server have a target swing speed?

Last I knew it was 1.5. Was just wondering it it could be faster than that, and do max dps.

No it can't be faster than that. Reach that with the slowest possible weapon and you have max melee dps.

Swinging faster doesn’t increase your DPS, it’s averaged out.

Base damage (aka unstyled damage) is not affected by swing speed, only the weapon speed itself matters, and hence increasing your swing speed via haste or quickness effectively increases your dps. The only thing that gets reduced / is affected by the actual swing speed is the style damage bonus.
