I killed the two outside guards, they attacked me when i was in range. However, once I knocked down the door, the two inner guards just stood there while I casted on them. It wasnt till I stepped into the tower did they attacked me.

Same with every other tower. Guards on the raised ground inside have no path to attack players. They will attack when you move in melee range and then also follow you.
