I've downloaded a fresh DAOC directory, downloaded a fresh copy of Phoenix's launcher.zip and cannot access the game.

The message I receive is: "Your account has no access to this game!"

usually this message is associated with an account ban of some sort. I would PM a GM on the official Phoenix Discord for followup.
