Unable to create a character?

i go through the process, but there is nobody to select to play at the screen after creation

Phoenix has different race/class combinations than are on live. You are probably trying an invalid race or class.

Exactly what Afuldan said above. Not every race/class combination is available on this server and you are most likely trying to create an invalid race/class combo.
