system error

just downloaded Pheonix and followed all the steps. when i try to log on i get and error saying program cant start because api-ms-core-localization-[1-2-0.dll is missing. when i open the folder i created for Pheonix there is a file with a similar name but its [1-1-0.dll. Did i do something wrong or is there something wrong with the patcher? any help is appreciated, thank you
