Renderer Creation Failed

I keep getting an error that renderer creation failed. I've followed the steps to download the game and have uninstalled DAOC twice now after each extracting a new zip file folder. I am stuck.

What OS and hardware do you use?

-Try updating your graphics drivers and DirectX.
-Disable DSR then delete user.dat to make sure the game doesnt try to run in a weird resolution
-Try disabling night-time filters and such that might interfere.
