Reaver can't cast dot or lifetap on oil at nf keeps/towers anymore

Bug or intended? I remember last week when i went PvD i was able cast it, now i can't.

No cast at oil anymore. So yes, intended.

I'm curious as to why DD spells with no other components can hit oil, but one like lifetaps and snare-nukes can be cast but do no damage.
