Realmchanging possible?

Hello,

i want to change the realms, mean i want to delete all chars on the one realm und change completely to another realm.
What have i to do to not breaking the rules.

You can delete your toons and start instantly on another realm...

You can also just log out and don't log back in for 12 hours and you should see the screen where you can pick alb/hib/mid and you can pick another realm.

There is simply a 12 hour wait between switching realms.

Means when i delete all toons i can change instantly without 12 hours waiting time and when i dont want to delete my toons i can change always with a timer of 12 hours?
