Realm change/character creation issues.

So first off not sure if only one character per server

Few days ago I created a character, entered game and immediately out and quit

Today, I did same. Then I tried 3 times to create another class on same realm...no save, though creation process was good until continue to save.
I thought maybe one character per server. So I deleted the original character and then tried to create another.
Same issue...cannot save toon. So no characters on that realm.

I switched realms and created another character .
Character saved. I then tried to switch realms and the realm button will not allow.
Went out for hour+ and tried to go to another realm again.
Cannot switch.

A few classes and certain race/class combinations aren't enabled on phoenix, that could explain the character issue. Also there's a 12 hour timer between swapping realms.

Creating or logging in a character locks you to that realm for 12 hours.
If you delete all characters for one realm you can immediately switch though.
And here are the combinations mentioned that are allowed.

Celt ns was attempt

So regarding realm swap
I deleted all of realm and then switched and created on another...but DID NOT enter game. Is this a lock out?

Yes. Creating locks for 12 hours even if you don't enter the game.
And celt NS is not possible.

12 hours seems a bit much.
I’d think 3-4 would be more than adequate.
How did they come to 12 hours?

I'm trying to make a Shar Blademaster and it won't work, after creation my character list is still empty.
