In Conla where I made my new Ranger i have noticed that NOT one piece of REINFORCED leather armor has dropped in my first 8 levels. Leather(used by infils and others) drops all the time. Did someone mistake the fact that REINFORCED can me used by all archers. when they determined what would drop in the noob area ?

ranger cannot wear reinforced until level 10.
