question about phoenix.exe

Good morning I need to ask you something; a friend of mine had to format his computer and reinstall the operating system, consequently he had to put back the DAOC and Phoenix files.
When he tried to start the phoenix.exe file around the desktop arrow (the mouse pointer) the loading circle came but nothing started.
What could be the problem?
