For sure they are, how would they enforce naming violations without char-deletion otherwise?
But i doubt they will do it just because you are unhappy with your name (hopefully). The servercommunity lives through persistence and getting to know the other people in your realm. Having name changes that aren't important wouldn't be healthy, imo

In the scheme of things no, but I've deleted characters to reuse names before on live. Names are just very important to me as they are part of one's identity. I went with something that I thought would mean something and it ended up not panning out. I don't want to cause trouble.
