My sprint+realm speed is not as fast as others'

I am in North America

I play during the NA day time often but I've found that I can not keep up with a bg running at sprint + realm speed. Sticking is impossible but even just running I will slowly end up getting left behind. I am not encumbered.

Any way to rectify this? I guess it has to be network related, correct?

A lot of BGs will run with caster speed which is slightly faster than hastner speed are you sure that's not what is happening?

Caster speed is the most likely reason. Network issues could only be a reason if you actually /stick someone and the one you stuck to "lagged" / teleported around due to your or their networking issues, otherwise and by running freely you'd always be able to keep up with people.

I asked and the bg and they said they were running at realm+sprint

Maybe not and it was caster and they did not realize...

As stupid as it may sound, get your mobile phone, look at your computer time and start the stopwatch and after 10 - 20 seconds passed see if your computer clock matches, if this is the reason your computer clock speed will be different by 10 - 15%, most likely lack behind in this case.
While I haven't heard about a slowdown case, just try it as there is a certain circumstance that causes the exact opposite, the windows clock being slightly faster, which then manifests as a small speed hack in daoc as the client relies on the passed time. Restarts won't help, just forcibly restarting / resetting the windows time service.
While rare, it happens about once or twice a month that someone with this bug triggers our speedhack detection.
