I just bought a guild house, set permissions for guild to be able to enter. no one can enter. so i changed it to /housefriend all

Did you try turning it off and on again? 
Not kidding.
We've seen multiple instances that changed permissions / housing upgrades/changes actually got enabled after the "owner" did relog, not while he's online.
