Getting "missing .net framework 3.5" message when trying to load phoenix

I run windows 10 and get that message when I try to run phoenix. I have tried downloading and installing the framework from the Microsoft website, but I get error message 0x80071a1 saying the framework can' be installed. I have also tried enabling the .net 3.5 framework from the control panel. Rebooted my computer and tried again. No luck. Any suggestions?

I had the same problem getting my windows 10 computer also. What I ended up having to do was download windows 10 .iso and mount it to a virtual drive. Then type some stuff into the command prompt to get it to pull the files from it. I just followed this
