Game Stuttering after switching GPUs

So I switched from an r9 390 to a 1070 ti a month or two back, and hopped on DAoC this weekend for the first time since the hardware change, and found I'm now getting screen-freezes n stutters of varying intensity every couple seconds. It seems to be most prevalent when loading into a new zone, when things come into clip, and when the camera is pushed forward by environmental collision.

So far I've tried:
    Disabling gsync(was on ati/amd before so gsync wasn't enabled prior to gpu switch of course)
    Setting GPU clock speeds back to stock
    Adjusting all settings in-game, including fullscreen vs. borderless window yatta yatta
    Fiddling with 3D management settings like refresh rate, vsync, gsync in Nvidia control (DAoC doesn't come up by default, so I tried by adding both phoenix.exe, and camelot.exe)
    Clean reinstall of most current GPU drivers


So I'm looking for a little advice on how to sort this out. I'm guessing it's not just an issue between pascal and DAoC, or more people would've mentioned it.

Are you sure the stuttering wasn't just due to the stress test this time around when playing DAOC on Phoenix?

Did you try to make sure all the ATI drivers were completely removed from your system? I remember reading that this might be harder than just using the uninstall driver option. Is there some directx setting that might need adjusted to run DAOC better (since it's an older game) that your new graphics card/drivers may have auto enabled? Is there a way to update the DirectX drivers ?

Some people reported a similar issue, If you have up to date drivers you can try these things:
Run the launcher as admin
Disable defender real time protection (if this fixes it try to make an exception for daoc)
Reduce mouse polling rate

Alright so I've been working on sorting this out the past few days. So far I've narrowed down my issue a little bit..

The game appears to be stable and performing properly when run in fullscreen mode. When I attempt to play in borderless window, I run into the freezes and stuttering.

What I've tried recently:
    DDU* and reinstall drivers
    DDU* and install older drivers
    DDU* and install drivers without extra stuff (Nvidia HD Audio n whatnot)
    Uninstallation and deletion of all DAoC files, followed by a clean install
    Setting fixed refresh rate in Nvidia 3d settings global options(not sure if this impacts games that aren't auto-detected)


I do have two questions:
1.) Anybody here running the game on a 1070ti, or other pascal card that can confirm their game performs fine?

2.) How do I direct nvidia 3d settings towards DAoC(ie: If I wanted to override application settings to enable AA, or set a fixed refresh rate)? Is it the game.dll? camelot.exe?

Cause of issue: Nvidia having issues with dual monitor setups running at different refresh rates (144hz and 60hz in my case)

Situational Solution: Depending on your motherboard and if your CPU has an IGP, you may be able to plug your secondary monitor into your motherboard, and run it independently from your graphics card by enabling IGD in BIOS.
