Everyone says the server is offline and the loading screen says so as well, but on the homepage of Phoenix it says its online currently. Is it online or offline? Thanks

online in this case means up, which it is for the GMs to tinker. But closed to the public

The loading screen message says that the game is closed, not that the server is offline 
.

The server is closed to players until Jan 12th. Right now only admins and GMs can access it for testing purposes.
