Can not extract files for patcher

Hi,
I'm currently having issues being able to extract the 4 files from the phoenix patcher zip. Its gets to the end of the process and tells me that the files can not be extracted because access is denied. Anyone have any suggestions or solutions?

The folder you try to extract too OR your antivirus is blocking it.

Alright, so I tried the anti virus help and excluded the entire DAoC folder in my windows defender exclusions. At this time I am still unable to unzip the phoenix patcher files to the folder, still getting the same erroro messages in 7zip of access being denied to be able to unzip these items.
