mids pved hard to get those keeps they were only like 3grps when they took most in alb/mid today, if albs/hibs are too busy farming solos/smallman in emain or at the wall in task zones than defending their keeps well..........thats your problem
but yeah it shouldnt be a rp bonus or malus for the other realms, rather feathers/bps
